    U.S. advances crypto regulation with stablecoin and blockchain bills

    In a significant development for the cryptocurrency industry, the U.S. Senate has advanced the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, signaling a move toward comprehensive federal regulation of stablecoins. The bill, passed with a 66-32 vote, aims to establish a clear regulatory framework for stablecoins—digital assets pegged to fiat currencies like the U.S. dollar.

    The GENIUS Act proposes stringent requirements for stablecoin issuers, including mandatory 1:1 backing with liquid assets such as cash or short-term Treasury bills. Issuers with over $10 billion in market capitalization would fall under federal oversight by the Federal Reserve and the Office of the Comptroller of the Currency, while smaller issuers could opt for state-level regulation, provided the state’s framework aligns with federal standards.

    Additionally, the bill mandates regular reserve audits, compliance with anti-money laundering (AML) regulations, and prohibits algorithmic stablecoins, aiming to prevent scenarios similar to the Terra/Luna collapse.

    While the legislation has garnered bipartisan support, it has also faced criticism. Senator Elizabeth Warren and other Democrats have raised concerns about potential loopholes that could allow for financial misconduct and insufficient regulatory safeguards. Despite these objections, the bill’s advancement reflects a growing consensus on the need for regulatory clarity in the rapidly evolving digital asset space.
